Unlock All Costumes

Go to Enter Code at the Pause Menu.

Cheat and Save

You can save your game with otherwise save-blocking cheats active by exiting from the beginning of a level to the main menu, and reloading the level from either Continue or Load Game. The effects of any cheats you've entered are still in effect, and now it'll let you save your game.
